RE: How to select the right oscilloscope?

This rule states that the oscilloscope bandwidth and rise time specifications should be five times greater than that of your signal. This will help ensure better than 2% amplitude accuracy for your measurements.
Bandwidth and rise time are related via this equation: BW/[K/Rise time], where k is a value between 0.35 and 0.45. Oscilloscopes with bandwidth of <1 GHz typically have a 0.35 value, while oscilloscopes with a bandwidth of > 1 GHz usually have a value between 0.40 and 0.45.
In the example from your request, you state that you need a “a scope that has an uncertainty ± 0.125 µs or less”. I interpret this ‘± 0.125 µs’ value as a period specification. I would convert this value to frequency (Hz), P =1/f, 0.125us = 1/(f), f = 8MHz. This means that you need a scope with at least 8MHz bandwidth. Tektronix scope start at 50MHz, so any of our scopes should be capable of take this type of measurement.

RE: Need Isolated 4 channel oscilloscope
You are correct, the only isolated input scope we have now is the TPS2012B which is a two channel scope. There can be options to use high voltage differential probes on a non-isolated scope, which give you two isolated 4mm banana jack leads to work with. We have options going up to 200MHz BW with the probes.

RE: Sleeve for P6139B Passive Probe
I believe you are looking for the insulator sleeve, part number 204-1226-01. This can be seen in the user manual under Replacing the Probe Tip: https://www.tek.com/en/passive-probe-manual/p6139b-p5050b. Take a look at the image in the user manual and let me know if this is not the correct part.

The 4, 5, and 6 Series scopes all feature built in measurements to perform bode plots. The measurement is labeled as frequency response analysis.

We recommend the MDO3 Series as a replacement to the TDS3000 Series.

RE: Using modes on the AFG31051
You will need to purchase the SEQ license, which enables the Sequence, Triggered, and Gated modes in Advanced Mode. The license name for the AFG31051 is AUP-AFG3SEQ-1.
